Cannot edit section header

Issue
Cannot edit section header because the edit icon next to the heading is not there.
Resolution
The heading is in a conditional block. To resolve, remove the conditional block.
To edit section and keep in a conditional block, choose to edit the heading right above the un-editable heading.
Cause
The ability to edit section headers in conditional blocks was removed in November 2018.
